Stretches for Heel Pain and Plantar Fasciitis. How to stretch the plantar fascia ligament.

While this is very effective, don't also forget to mobilize the tissues of your calf, achilles, and plantar fascia. They're all connected. Stretching helps, but there are tissue adhesions that you still need to mobilize and manipulate, and that will add to the effectiveness of this exercise.
